* WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of southeast Texas, including the following areas, Bolivar Peninsula, Brazoria Islands, Chambers, Coastal Brazoria, Coastal Galveston, Coastal Harris, Fort Bend, Galveston Island, Inland Brazoria, Inland Galveston, Inland Harris, Montgomery, Northern Liberty, Polk, San Jacinto, Southern Liberty and Walker. * WHEN...Through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Periods of moderate to heavy rainfall associated with Tropical Storm Edouard are expected to begin as early as this morning and lasting into Wednesday evening. 3-6 inches with isolated amounts up to 10-15 inches are expected with the highest totals occuring along and east of I-45. Rainfall rates will exceed 3-4 inches per hour at times in the heaviest downpours, which can lead to flash flooding especially in urban and vulnerable areas. - http://www.weather.gov/safety/flood
