FCC 23-88 requires Wireless Emergency Alerts in 13 designated languages by June 2028. The rule traces directly to Hurricane Ida — when warnings never reached non-English-speaking families in New York City apartments. Carriers don’t write alerts — counties, states, and NWS offices do. The majority of them can’t issue them in those languages today.
