* WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of southeast Texas, including the following counties, Brazos, Grimes, Houston, Madison, Trinity and Waller. * WHEN...Through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Periods of moderate to heavy rainfall associated with Tropical Storm Edouard are expected to begin as early as this morning and lasting into Wednesday evening. 3-6 inches with isolated amounts up to 10-15 inches are expected with the highest totals occuring along and east of I-45. Rainfall rates will exceed 3-4 inches per hour at times in the heaviest downpours, which can lead to flash flooding especially in urban and vulnerable areas. - http://www.weather.gov/safety/flood
