* WHAT...Small stream flooding caused by excessive rainfall
continues.

* WHERE...West Central Randall County in the panhandle of Texas...

* WHEN...Until 115 PM CDT.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Streams
continue to rise due to excess runoff from earlier rainfall. It
will take several hours for all the water from these storms to work
through local drainage systems in urban areas.

* ADDITIONAL DETAILS...
- At 1053 AM CDT, River gauge report Palo Duro Creek still above
flood stage north of Umbarger. Flooding is already occurring in
the warned area.
- Flooding impacts will continue, but no additional rainfall is
expected. Flooding is occurring along the Palo Duro Creek.  The
creek peaked at 12 feet around 6 AM and is currently at 11 feet
as of 11 AM.  Flood stage is 10 feet.
