Flood Watch Still In Effect for Portions of Southeast Texas.

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...A portion of southeast Texas, including the following
areas, Brazos, Coastal Harris, Grimes, Houston, Inland Harris,
Madison, Montgomery, Northern Liberty, Polk, San Jacinto, Southern
Liberty, Trinity, Walker and Waller.

* WHEN...Through Thursday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.

* ADDITIONAL DETAILS...
- A swath of 3 to 10 inches has fallen over portions of southeast
Texas over the last 24 hours. Pockets of higher totals between
10-15+ inches has been observed in Liberty and Polk counties. The
remnants of Edouard have stalled over the Piney Woods which will
lead to additional periods of moderate to heavy rainfall through
Thursday. An additional 2-6 inches with isolated higher totals of
10-12 inches are possible over the next 24 hours. The NWS has
issued a High Risk for excessive rainfall and potential flash
flooding for the hardest hit areas especially as rainfall rates
will exceed 2-4 inches per hour. Those living in areas prone to
flooding should be prepared to take action should flooding
develop. Stay weather aware and be ready to take action when
Flash Flood Warnings are issued, particularly wireless emergency
alert Flash Flood Warnings for considerable and/or catastrophic
flooding.
