Mississippi River at Winfield. Mississippi River at Hannibal. River forecasts are based on observed precipitation and forecast precipitation for the next 24 hours. * WHAT...Minor flooding is forecast. * WHERE...Mississippi River at Winfield. * WHEN...From Thursday afternoon to Monday afternoon. * IMPACTS...At 23.0 feet, A few local islands begin to flood.
