* WHAT...Patchy to localized areas of blowing dust expected, with
visibility dropping to between one-quarter and one mile at times.
Northeast winds 15 to 25 mph with gusts of 35 mph.  For the Freeze
Watch, sub-freezing temperatures as low as 29F possible.

* WHERE...Quincy, Othello, Moses Lake, and Ephrata.

* WHEN...For the Blowing Dust Advisory, until 5 PM PDT this
afternoon. For the Freeze Watch, from Monday evening through
Tuesday morning.

* IMPACTS...Hazardous driving conditions due to reduced visibility.
Frost and freeze conditions could kill crops, other sensitive
vegetation and possibly damage unprotected outdoor plumbing.
