northwest Texas Panhandle.

* WHEN...Through Friday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
- Repeat rounds of heavy rain could result in flooding and flash
flooding in the northwest combined Panhandles.
