* WHAT...Small stream flooding caused by excessive rainfall is
expected.

* WHERE...Northeastern Carroll County in east central Ohio...
Southern Columbiana County in east central Ohio...
Northeastern Jefferson OH County in east central Ohio...
Hancock County in northern West Virginia...

* WHEN...Until 630 AM EDT Thursday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Streams
continue to rise due to excess runoff from earlier rainfall.

* ADDITIONAL DETAILS...
- At 1138 PM EDT, gauge reports indicated heavy rain due to
thunderstorms. Flooding is ongoing or expected to begin shortly
in the warned area. Between 1.5 and 2.5 inches of rain have
fallen.
- Some locations that will experience flooding include...
East Liverpool, Wellsville, Carrollton, Chester, New Cumberland,
Augusta, Salineville, Malvern, Newell, Irondale, New Manchester,
Empire, Stratton, Summitville, Mechanicstown, Hammondsville,
