Des Plaines River near Russell affecting Lake IL County. * WHAT...Moderate flooding is occurring and minor flooding is forecast. * WHERE...Des Plaines River from IL/WI state line downstream to US-41 in Gurnee, including the Russell gauge. * WHEN...Until further notice. * IMPACTS...At 9.5 feet, Residential structures threatened along Russell Road between the river and Kilbourne Road.
