* WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of southeast Texas, including the following areas, Hardin, Lower Jefferson, Northern Orange, Southern Jasper, Southern Newton, Southern Orange, Tyler and Upper Jefferson. * WHEN...Through Thursday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Extensive street flooding and flooding of creeks and rivers are possible. * ADDITIONAL DETAILS... - Banding from Tropical Depression Edouard appears to extend into the overnight hours tonight into Thursday morning. On account of the heavy rainfall already having fallen over the watch area, the watch will be extended to Thursday morning. - http://www.weather.gov/safety/flood
