* WHAT...Flash flooding caused by excessive rainfall is possible.

* WHERE...Portions of central New York, including the following
areas, Broome, Chemung, Chenango, Cortland, Delaware, Madison,
Onondaga, Otsego, Schuyler, Seneca, Southern Cayuga, Southern
Oneida, Steuben, Sullivan, Tioga, Tompkins and Yates and northeast
Pennsylvania, including the following areas, Bradford, Northern
Wayne and Susquehanna.

* WHEN...From 4 PM EDT this afternoon through Thursday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
- Several inches of rain this morning will be combined with an
additional 1 to 3 inches or more of rain later today and through
early Thursday morning. Training thunderstorms with heavy rain
could also enhance the threat for excessive runoff and flash
flooding across the region.
